ACT OF MARCH 3, 1863.

"And be it further enacted that the Postmaster General may from time to time provide by order the rates and terms by which route agents may receive and deliver, at the mail car or steamer, packages of newspapers and periodicals delivered to them for that purpose by the publishers or news agents in charge thereof, and not received from or designated for delivery at any post office."

 

These manuals serve also as my running notes/information for myself.  They are updated everytime I find some new information.  Some updates are trivial, others more extensive.

With over 100 full color illustrations, it types all the large newspaper stamp forgeries and explains how to tell them apart from each other and from the regular issues. This is invaluable for the dealer or collector trying to identify real stamps from fakes, and for the specialist trying to organize material. (If you have an older version than Rev H, Rev I would be a good one to pick up).
